The HSE manager works directly on the ground. HSE is an integral part of any QSE process, but the reverse is not true: an HSE manager does not handle product compliance or quality audits.
When HSE is sufficient, and when it is not
For a construction site or an industrial maintenance intervention, HSE oversight covers the majority of operational risks. Field feedback diverges on this point as soon as the company manufactures a product or delivers a service subject to quality standards. In this case, safety alone does not protect against a compliance defect that could engage the manufacturer’s liability.
The agri-food, pharmaceutical, and chemical sectors illustrate this limit well. The traceability of a defective batch, product recalls, and customer complaint management fall under quality. An HSE manager neither has the mandate nor the tools to address these issues.

The public inquiry launched around the upcoming revision of the ISO 45001 standard (scheduled for 2027) hints at developments that could strengthen the integration between quality and safety. QSE regulatory monitoring becomes a permanent exercise, not an annual check. Certified companies must demonstrate that they continuously follow legislative developments affecting their three axes.
The Occupational Health Plan (PST) for the period 2026-2030 emphasizes primary prevention and quality of life and working conditions (QVCT). This political direction pushes HSE functions to expand their scope to topics traditionally handled by human resources or quality.
